I had my airconditioner looked at today because the air it was blowing wasn't that much cooler than the ambient temp. When a thermometer was stuck into the vent, it read 65F.

The technician told me that there is nothing wrong with the airconditioner, except that it's too small for the house. He said I have a 3 ton unit, and I need a 4 ton unit to properly take care of 2000 square feet (the size of my house). He said the rule of thumb is 1 ton for every 500 square feet.

So what this means is that I need to buy an new unit  . It will cost around $1400 for a new unit and to get it installed.

So basically I'm asking " if this technician is full of shit, or is he giving me the straight dope " ?

What are you doing home? Anyway, I've had similar problems with undercapacity a/c units...it's pumping out a small volume of cold air against a relatively huge volume of hot air. Like you found out, it doesn't do much. You need to help it exhaust the hot stuff outta there and that usually means finding which way the breeze blows through your house...get out the fans and open the windows...blow that hot stuff outta there! While all that's going on keep that a/c going and soon it should be noticeably cooler...also helps to keep the lights off and be naked.

Or you could just get a bigger a/c...
