Here's a list of fees required by the DMV if you are converting an SV to a dedicated track bike:
*$50 salvage title fee (if salvage title)
*$10 transfer fee
*$10 non-op fee
*$3 off-highway vehicle transportation permit
You will also need to fill out the following forms:
*Application for Special Motorcycle Transportation Permit
*statement of facts (optional)
Your average DMV clerk doesn't do this stuff every day, so you will save time by knowing what to do in advance.

Why would you need the DMV to do anything to a bike not used on public streets? They charge a transportation fee to move a bike in the back of a pick-up or trailer? Or are you driving it to the track? (is it one of those "Califorina" things?)

The first two charges would be only if you're taking a wrecked bike, and getting the new title transferred to your name, no?
And a certificate of non-operation might be good to keep current if you ever want to put the bike back on the street, then you wouldn't find you owed old overdue reg fees on it?
In any case, if I needed to do all those DMV transactions, I'd try to take care of it at my local AAA office where they're uncrowded and friendly and happy to assist you, basically the exact opposite environment of a DMV bunker.

Well, it does have the advantage that the bike is still actually registered, in case it gets stolen/etc. But mostly, it's just a California bullshit thing to raise revenue. You pretty much have to declare that you're not going to operate the vehicle on public streets, for a break in registration charges.
I think idukes is right though, it makes it easier to later get it streetable again...

Sorry, I should have given better descriptions of the fees I listed.
The $50 salvage title fee only applies if you have purchased a salvage title bike. The transfer fee only applies if you have purchased a bike (as opposed to converting your existing bike).
I suppose you could skip the non-op fee. However, if there's even a remote possibility the bike will be returned to street use in the future, it's probably worth $10 to avoid the possibility of paying hundreds of dollars in back registration fees.
The off-highway vehicle transportation permit is required for *any* vehicle that is being transported on public roads that is not currently registered for street use. So you're supposed to have one of these permits if you're hauling a bike in a truck or trailer - - - unless the bike has a valid street registration sticker. It's unlikely CHP would bother to stop someone just to check, but they could and $3 is cheap insurance.
